Very easy! Use Any of the Photoshop editions. I use often the latest Photoshop Software, but any will do. This is very simple applications and will take you 3 seconds: Open Photoshop, Go to File OPEN, Go to the Marquee tool and select the eye area. Go to Image , then Adjust then COLOR balance or play with the HUE/Saturation ( usually my best Photoshop Surrealistic Artworks I had created playing with the Hues).Hope this help.
You might try Picnik, though I think you have to buy the program to have the eye changing feature, but I think it is something like $20/year. Also, the link below will take you to a number of sites that are created for online editing, I have not looked at all of them but I think GIMP might help with the action the user above described. I hope this helps in some way.
